This paper responds to central themes within the conference, arguing that cultural leadership is determined not only by perceived leadership qualities and the opinions of followers but by the direct attribution of this role by cultural policymakers to the heads of the largest and best-funded cultural institutions. Through this assignment, policymakers hinder their own parallel priorities for risk-taking and innovation in artistic practice and management.
