We have been mandated by the Ministry of Education and the UAE National Qualification Authority to develop National Occupation Standards for Special and Inclusive Education Teachers that will form the basis of a teacher licensure, national applied bachelor level qualification and ultimately a university program.As part of the process, the National Occupational Standards and later the Qualification Units need to be validated by subject matter experts within the field of Special and Inclusive Education.
Accordingly, as Ireland has a strong education system and also a National Qualification Framework, we believe subject matter experts from your University are more than qualified to assist with our request.
The request is this:
The development of the National Occupational Standard (NOSS) has been completed and reviewed by subject matter experts here in the UAE and contextualized for the UAE/GCC region. However, the NOSS now requires to be validated by external subject matter experts to confirm that the NOSS is fit-for-purpose as a National Occupational Standard and encompasses the occupational competencies of a Special and Inclusive Education Teacher.
We would be extremely appreciative if yourself of someone in the Special Education Department of your university could appoint 2 subject matter experts/practitioners within the specified field to read through the attached NOSS (treating the Standard holistically) and complete the attached National Qualification Authority Validation Form.
Once the Validation process is finished, the following documents will need to be scanned and returned to me at email: [email protected].

2. CV copies of each Validator
As your university is a highly respected and an integral provider of Teacher Education/Special Education within Ireland, the validations provided would be held in high regard by any education authority.
Completion of the validation process by your external validators is a critical process in order to have Special Education Teachers working in a standardised manner within the UAE and raising the standard of Special Education within the UAE.
