A method of full-scale comprehensive evaluation on operating efficiency of electric power networks

Abstract

The responsibility of an electric power company is to supply electricity of high quality, so it is important to evaluate operating efficiency for safe, sufficient and economical operation. Taking political, social and economic responsibilities into account, a method of full-scale comprehensive evaluation on operating efficiency of electric power networks is proposed in this paper. This method consists of two parts: one refers to the indices system and the other refers to the evaluation model. An index system, including security and stability, equipment utilization rate, reliability, power quality and economic benefits, is discussed. This system is divided into 3 levels with 16 sub-indices. An evaluation model based on Projection-Pursuit Principal Component Analysis is developed. The method is applied to evaluate the operating efficiency of a provincial electric power network. The results show that all the attributes affecting operating efficiency are reflected in the index system, which demonstrates full-scale comprehensive evaluation. Projection-Pursuit Principal Component Analysis (PPPCA) based results are basically identical with the network operators' experience. There are some minor differences with fuzzy evaluation based results due to experts' perspectives in the combinational weights. Although it is combined with the objective weights, the evaluation process is still of large subjectivity. If objective weights are only considered in fuzzy evaluation, the weights don't have a mathematical or physical explanation. However, PPPCA process has a simple geometric interpretation. By applying the model, objective attributes are considered while the uncertainty in evaluation process is reduced. The proposed method is more effective, simple, feasible and objective, which indicates that it is of great value in application and extension.
