Abstract
This analysis is based on detailed, daily PSNI stop and search data requested by the author from PSNI Statistics Branch to cover the period 1st April – 30th June 2020. This is a more fine-grained stop and search data set than that publicly available on their website . As part of their adjusted reporting period to cover the broad COVID19 / ‘lockdown’ period, PSNI published a new annual report covering the period 1st July 2019 – 30th June 2020. The statistics used by the author provide a daily breakdown of stop and search by date, district, age, ethnicity, power used and outcome.
This analysis presents a unique comparison of PSNI stop and search broken down by BAME status, as recorded by PSNI. It examines the powers used in terms of the percentage of stops according to legislative basis, along with a breakdown of the outcomes.
