Abstract

The objective of this article is to review a key aspect of representative democracy theories: programmatic turns, in terms of both their causes and their effects. To this end, a case study of President Jaime Paz Zamora in Bolivia is carried out, reviewing the hypotheses of some authors, especially Stokes (2001) and Maravall (2003). The main contributions of the study to the literature are the following: government coalitions based more on strategic than programmatic issues provide fertile ground for programmatic shifts, and the secondary effects of programmatic shifts may be felt more in the long term than in the short term.
