Abstract
Artificial Intelligence (AI) can add immense value to public administration for achieving public value goals. However, AI adoption presents unique challenges that require distinct organisational and technological capabilities. The literature lacks an understanding of how these capabilities interact and form in the first place. Using a cross-sectional survey of Canadian public administration (277 survey responses), technological AI readiness is identified as fundamental for AI adoption. However, although organisational AI readiness is an important determinant of technological AI readiness, it is not a sufficient condition for AI adoption.
