Abstract
The Preliminary report into the law and procedures in serious sexual offences in Northern Ireland prepared by Sir John Gillen and his Review team is detailed, comprehensive and accessible. It engages thoroughly with the complex social, cultural and legal landscape within which serious sexual offences must be considered and sets outs a number of important recommendations.
In this response I focus on the issues relating to the concept of consent and offer some suggestions with a view to making the recommendations in the report more robust.
