Abstract

This short report examines the challenges for registered Housing Associations in Northern Ireland created by the points-based system used to allocate social housing. Specifically, the way points are allocated for intimidation, particularly intimidation by paramilitary groups, how this impacts the fair allocation of housing, the allocation of housing by need, and the development of successful shared communities.
