Abstract

The Doha Declaration, which sets the framework for the ongoing negotiations at the WTO, provides for discussions to be initiated on the links between trade and the environment. Environmental goods and services form part of these negotiations, with the objectives of reducing or eliminating trade restrictions in these sectors. However, little progress has been recorded for almost 20 years, due, sometimes, to the divergence in the definition of what should be considered as environmental services and taken up for liberalization.
